Tom Rowland was sworn in as Mayor of Cleveland, Tennessee on September 9, 1991. He is the longest serving Mayor in Cleveland's history.

He is president of the Tennessee Municipal League. He is the only person in the history of the League to serve two terms. He was named Mayor of the Year in 2004. He is vice chairman of the Tennessee Advisory Commission on Intergovernmental Relations, and serves as a board member of the Tennessee Risk Management Pool and is vice chairman of the Tennessee Municipal Bond Fund, In 2009 he was named Tennessee's Community Leader of the Year.

He is co-founder of Cleveland 100, an organization that assists surviving family members of emergency personnel killed in the line of duty. He serves on several boards; Board of Public Utilities, Chamber of Commerce, Economic Development Council, Industrial Development Board, and the Keep America Beautiful Board.

He is married to his wife, Sandra.
