The City of Cleveland in cooperation with The Federal Highway Administration and the Tennessee Department of Transportation were awarded and have completed the RAISE planning grant for a new east-west downtown corridor. The plan includes a new multi-lane roadway, with sidewalks and streetscaping, running for most of its length along the current Third Street SR 40 alignment and crossing through the former Whirlpool brownfield site now under demolition. In the brownfield and just south of Inman Street the new road would bridge the Norfolk Southern Railway at Third Street before intersecting with Wildwood Avenue SR 74; from there a new alignment and cross section is planned to bring the roadway back to East Inman Street US 64 where the existing roadway is three lanes. West of Broad Street the new corridor veers off of Third Street and turns north to connect with West Inman Street, near Keith Street US 11/SR 2 and Harrison Pike SR 312, where the plan proposes reconfiguration of existing intersections and a path for the extension of the nearby Greenway into downtown.
